এক সময় শ্রমিকরা দিন-রাত পরিশ্রম করত। তাই ১৮৮৬ সালের ৪ মে আমেরিকার শিকাগাে শহরে শ্রমিকরা ৮ ঘন্টার কর্ম দিবসের দাবি নিয়ে সাধারণ ধর্মঘট পালন করে। আইনগত সরকারি নিষেধাজ্ঞা সত্ত্বেও শ্রমিকরা ধর্মঘট পালন করছিল। পুলিশ ঐ ধর্মঘট ছত্রভঙ্গ করার জন্য গুলি চালালে ৪ জন নিহত এবং অসংখ্য লােকজন আহত হয়। বিষয়টি পৃথিবীর সকল মানুষের মানবতাকে নাড়া দিয়েছিল এবং বিষয়টি নিয়ে পৃথিবীর বিভিন্ন জায়গায় সম্মেলন অনুষ্ঠিত হয়েছিল। পরবর্তীতে তারা শ্রমিকদের দাবি মেনে নিতে বাধ্য হয় এবং তাদের স্মৃতি রক্ষার্থে দিবসটিকে আন্তর্জাতিক শ্রমিক দিবসের মর্যাদা প্রদান করা হয়। তখন থেকেই প্রতিবছর ১ মে আন্তর্জাতিক শ্রমিক দিবস পালিত হয়।

সামরিক শাসনকে দীর্ঘস্থায়ী করার লক্ষে আইয়ুব খান মৌলিক গণতন্ত্র নামে একটি ব্যবস্থা চালু করেন। এই ব্যবস্থায় পূর্ব পাকিস্তান ও পাশ্চিম পাকিস্তান থেকে মােট ৮০ হাজার নির্বাচিত ইউনিয়ন কাউন্সিল সদস্য নিয়ে নির্বাচকমণ্ডলী গঠন হবে। তাদের ভােটেই রাষ্ট্রপতি, জাতীয় পরিষদ ও প্রাদেশিক পরিষদের সদস্য নির্বাচিত হওয়ার বিধান রাখা হয়।

২১ ফেব্রুয়ারি দেশব্যাপী সাধারণ ধর্মঘট এবং ঐদিন রাষ্ট্র ভাষা দিবস পালন করার সিদ্ধান্ত গ্রহণ করা হয়। ভাষার দাবি সুপ্রিতিষ্ঠিত না হওয়া পর্যন্ত সংগ্রাম চালিয়ে যাওয়ার সংকল্প ঘােষণা করা হয়। ২০ ফেব্রুয়ারি সরকারি এক ঘােষণায় ২১ ফেব্রুয়ারি থেকে ১৪৪ ধারা জারিসহ সভা সমাবেশ, মিছিল এক মাসের জন্যে নিষিদ্ধ করা হয়। আন্দোলনের নেতৃবৃন্দ ১৪৪ ধারা ভঙ্গ করার সিদ্ধান্ত গ্রহণ করে।
(ঘ)-এর উত্তর :
শ্রমিক দিবসের মতাে ২১ ফেব্রুয়ারিকেও আন্তর্জাতিক মাতৃভাষা দিবসের মর্যাদা দিয়েছে UNESCO। ভাষা শহিদদের স্মৃতি রক্ষার্থে দিনটিকে আন্তর্জাতিক মাতৃভাষা দিবস হিসেবে পালন করা হয়। ১৯৫৩ সাল থেকে ২১ ফেব্রুয়ারি শহিদ দিবস হিসেবে দেশব্যাপী পালিত হয়ে আসছে।
কানাডা প্রবাসী কয়েকজন বাঙালির উদ্যোগ ও বাংলাদেশ আওয়ামীলীগ সরকারের কুটনৈতিক তৎপরতার ফলে ১৯৯৯ সালের ১৭ নভেম্বর জাতিসংঘের শিক্ষা, জাতিসংঘের শিক্ষা, বৈজ্ঞানিক ও সাংস্কৃতিক সংস্থা (ইউনেস্কো) বাংলাদেশের শহীদ দিবসকে ২১ ফেব্রুয়ারি আন্তর্জাতিক মাতৃভাষা দিবস হিসেবে স্বীকৃতি দেয়।
পৃথিবীতে ৬০০০-এর বেশি ভাষা রয়েছে। এই দিন পৃথিবীর সব ভাষার মানুষ যেন অন্য ভাষা বা সংস্কৃতির প্রতি সম্মান জানায় সেই সুযােগ করে দেয়া হয়েছে। এর মাধ্যমে বাংলাদেশের ২১ ফেব্রুয়ারিতে ভাষার, জন্য জনগণের আন্দোলন ও রক্তদানের ইতিহাস পৃথিবীর জাতিসমূহের নিকট উপস্থাপিত হওয়ার সুযােগ হলাে। পৃথিবীর সকল জ্বাতি ২১ ফেব্রুয়ারি নিজ নিজ ভাষার গুরুত্ব নতুনভাবে উপলদ্ধি করার সুযােগ পেয়েছে।
At one time the workers worked day and night. So on May 4, 18 workers in Chicago, USA, went on a general strike demanding an eight-hour workday. The workers were on strike despite legal government bans. Four people were killed and scores injured when police opened fire to disperse the strike. The issue shook the humanity of all the people of the world and conferences were held in different parts of the world on the issue. They were later forced to accept the workers 'demands and the day was given the status of International Workers' Day to protect their memory. Since then, International Workers' Day is celebrated on May 1 every year.

In order to prolong the military rule, Ayub Khan introduced a system called basic democracy. Under this arrangement, constituencies will be formed with 60,000 elected union council members from East Pakistan and West Pakistan. Provision was made for the election of the President, members of the National Assembly and members of the Provincial Council.

In a government proclamation on 20 February, rallies and processions were banned for one month from 21 February with the issuance of section 144. The leaders of the movement decided to break section 144.

According to Labor Day, February 21 has also been declared the International Mother Language Day by UNESCO. The day is observed as International Mother Language Day to commemorate the language martyrs. Since 1953, 21st February has been celebrated all over the country as Martyrs' Day.
As a result of the initiative of some Bengalis living in Canada and the diplomatic activities of the Bangladesh Awami League government, the United Nations Educational, Scientific and Cultural Organization (UNESCO) recognized the Martyrs' Day of Bangladesh on 21 February as the International Mother Language Day.
There are more than 6,000 languages in the world. On this day, people of all languages of the world have been given the opportunity to show respect to other languages or cultures. This is an opportunity to present the history of the people's movement and blood donation for the language of Bangladesh on February 21 to the nations of the world.
