পাকিস্তানের শাসনামলের একটি নির্বাচনে পূর্ব পাকিস্তানের ৩ কোটি ২২ লাখ ভােটার ভােট দেয়। ঐ নির্বাচনে পূর্ব পাকিস্তানের জন্য নির্ধারিত ১৬৯টি আসনের মধ্যে ১৬৭টি আসন লাভ করে। আওয়ামী লীগ সরকার গঠনের পক্ষে গণরায় পায়।

ঐতিহাসিক ৬ দফার গুরুত্ব অপরিসীম। ৬ দফা পূর্ব পাকিস্তানের জনগণের অর্থনৈতিক, রাজনৈতিক, সামরিকসহ সকল অধিকারের কথা তুলে ধরে। যদিও আইয়ুব সরকার একে 'বিচ্ছিন্নতাবাদী কর্মসূচি হিসেবে আখ্যায়িত করে। এ কর্মসূচি বাঙালির জাতীয় চেতনা-মূলে বিস্ফোরণ ঘটায়। এতে প্রত্যক্ষভাবে স্বাধীনতার কথা বলা না হলেও ৬ দফা কর্মসূচি বাঙালিদের স্বাধীনতার মন্ত্র উজ্জীবিত করে। এটি ছিল বাঙালি জাতির মুক্তির সনদ।

১৯৭০ সালের ৭ ডিসেম্বর সর্বপ্রথম 'এক ব্যক্তির এক ভােটের ভিত্তিতে নির্বাচন অনুষ্ঠিত হয়। নির্বাচনে আওয়ামী লীগ, ন্যাপ (ওয়ালী), মুসলিম লীগ (কাইয়ুম), মুসলিম লীগ (কনভেনশন), পাকিস্তান পিপলস্ পার্টি, ডেমােক্রেটিক পার্টি, জামাত-ই-ইসলামি প্রভৃতি দল অংশগ্রহণ করে।
আওয়ামী লীগ নির্বাচনকে ৬ দফার পক্ষে গণভােট হিসেবে অভিহিত করে। নির্বাচনে ৫ কোটি ৬৪ লাখ ভােটারের মধ্যে পূর্ব পাকিস্তানে ছিল ৩ কোটি ২২ লাখ। ১৯৭০ সালের ৭ ডিসেম্বর অনুষ্ঠিত কেন্দ্রীয় আইন পরিষদের (এবং কিছু আসনে ১৭ জানুয়ারি, ১৯৭১) নির্বাচনে আওয়ামী লীগ পূর্ব পাকিস্তানের জন্য নির্ধারিত ১৬৯টি আসনের মধ্যে ১৬৭টি আসন (৭টি মহিলা আসনসহ) লাভ করে।
